In 2001, we were promised water main for a few thousand. Then on 2004, when through real estate fraud previous owner, developer, courts etc., suffered severe damages and told moratorium on water mains. PVMW has told us they're regulated by Department of Corporations. It's not true. I sent complaint to CA Water Resources Management with no response in 2006. I need to know who regulates this company for complaint. I'm unable to develop property as purchased and forced to revert illegally, pay inflated property taxes, and not able to use the property as purchased.
